Don't try to take any ducks, I say. BlackDog is bound to destroy anything you take. Just attack the gun directly. On average, when you attack 3vs2, you'll destroy 7 units of his on the gun for every 6 you lose on the dog, so with enough time you should win the battle of attrition.
Waldo hating this map has inspired me to start another tournament on it!
i love this map... but hate it at the same time... the person who goes first is gonna win.. unless they have terrible rolls.

Yep, that's determined by the Rule: "Non-vacant territory capture required" being set to Off.
See the Cards section of the Rules Help page.
If you have any other questions about rules of maps, consult your local library.
