Would there be any way we could get such a map live? It would take a graphics update, I'm sure, but I don't know how it could ever convert from circle to dual-layer fill. I've had lots of good feedback from many players over the years about the gameplay, however.
Thoughts?
First, it works as is, right? I mean, you've simply made territories that are circles. I don't think there's a dual-layer rule for a map to pass review. It is preferred, but that gets trumped by other factors. Pirates of the Caribbean is a similar example.
I'm not sure if it will work. It seems to me that years ago, when I first ported the map here, there were some issues when I first tried it as a regular map, though I cannot remember now what they were. It has functioned well as a circle map in private games. I will retry fill map.
Only dual-layer maps are allowed, as a rule. That said, you can make a dual-layer map that effectively is a circle map, for example:

My understanding is that single layer is OK for published boards, but not circle-mode. You can read the rules on the wiki:

Note that "should" is not the same as "must".
Btw - Pirates of the Caribbean is dual layer. Every new map I make is dual layer. I recommend this to everyone, because single layer maps do not look consistent between flash & native player, or even between browsers, but I believe dual layer does.

As far as I can tell, this board would play fine in Fill mode. The circles are built into the map.
