It would be nice if there were a feature that allowed left clicking to add units, and right clicking to subtract units... this way you could undo unit placement without having to backtrack significantly.
I don't think you can use right clicks for anything in Flash.
EDIT: You could just request a keyboard shortcut for undo (if there isn't one already).

Yes unfortunately right clicks are reserved by Flash / the browser.
Undo isn't what I want... it's specific territory take away. So if I add 2 units to A, 50 to B and want to take one away from A, I don't have to undo the 50 first...
Just left clicking could accomplish this couldn't it? If all units are placed and before you hit Apply, clicking on any territory that received units now takes those off and Apply dithers again. Not sure if that's too intuitive, but I agree with EN, would be nice to have rather than starting over or undoing.

I agree, maybe having a keyboard button be a modifier to the mouse click (ala MacOSX) so that each mouse click removes a unit rather than adds one.

Why not just add -1 to the dropdown as a possible quantity to "add" to a territory?
I like that idea.
Combine the ideas:
Hold down the space bar (it's not already a shortcut, right?) and your cursor will undo one troop placed from a territory each time you click it.
That should be easy enough to script. You can even make the cursor turn red or have a little "-1" next to it while you hold the space bar.
