Generally:
Lot's of layers and liberal doses of both object>Feather & selection>Feather combo'ed with a Render>HexGrid.
If you want more details, I can work something out.
When can expect the Player to be able to handle Dual Layers?
Should be by Mon or Tues all being well. It's pretty much there already, just needs enabling.

tom: when I go to the settings tab on the design page it appears, then disappears and goes back to the standard menu...

When just glancing at a released map of mine that has no fog I did see the Dual Layer option as well as the Fog Image option...
Just looked at an old unreleased map of mine that didn't have fog and it does NOT look like the new options showed up until after I Saved it (and I saved it with a change to Fog so not sure if that's what did it or not, but possibly). After the Save I could change it back to No Fog and the options remained.

It's two images. An image layer and a fill layer.
The fill layer is a big honeycomb of hex grid "islands." I say islands becaues they don't touch. If your internet connection is slow enough, you can see that load first when you go to the designer page. Those are what get filled in with color, and without the image layer, they would just be a flat fill hex grid.
The image layer was just what it was before dual layer support. Except that I selected all the hex-islands from the fill layer and then changed my focus to the image layer. On the image layer, I did a series of "Effects>Selection>Feather" first with 10 radius, then 6, then 3. That made the gradient transparent ring around each territory. To get the transparent gradient in the middle of the territory was similar, but used "Effects>Object>Feather."
Either this weekend or sometime next week I'll try to make a tutorial showing generally how this works. Pictures would make for a much clearer explanation.
(I have no idea what the fog image thing is or how it works. After we have player support, I'll goof around with it and see what I can figure out.)

I see the hex grid under scenario I can mess with the transparency. I get lost in between the fill grid, and the feathered finish.

That pack also has the Transparency adjustment and an outline tool, both of which are tremendously useful.
