I don't believe so. I made a new scenario with a different setup and starting bonus then started that game.

I've tried making a new scenario with the same changes. Same problem.
berickf said it gave him this error:
Fatal error: Insufficient seats available in scenario for this number of players
There is only one difference between other scenarios that work. I have a territory allocated to seat 2.

Can you hit restart as the designer?
If I hit restart, I get the fatal error.

So, if have an allocated territory for both seat 1 and seat 2, it works fine. But if I only have one or the other, it tries to start and then has a fatal error.
