The fog image shows up for the flash, but not the native player.
It is a big image, so maybe there are different file size limits between the players?

Sounds like a bug. There's no fill map, so maybe because the board image serves as a fill-map, he could try making the territories transparent? Best would probably be to add a fill map. To do a down and dirty test, just copy the board image to the fill-map image as well.
So you think custom fog only works on dual-layer maps on the native player?
I'm just guessing -- Normally I'd guess the other way around seeing as the native player came second, but..
That may be a good hypothesis, as I don't think the Native Player handles single layer boards completely right, or that there may be a bug or two there.
Similar I believe there may be a relation between the Native Player and a Transparent background when there is not a Custom Fog, ie see the differences between Risk vs Reward (no custom Fog, transparent "ocean" background displays default fog image) and Pluto 2210 (custom Fog, transparent area is honored).
