I would let the border fog override the per-country fog, and both override the board setting. This ought to result in the fewest number of modifiers needed to get the desired effect, since there are generally a whole lot more borders than countries.

I personally already have a use for A/C, and would love to see a continent that incorporated fog, like "Take the 'fog machine' continent and the fog begins to spread" I'm hooked on continent modifiers, sorry. I like the idea of being able to see numbers but no colors until you attack as well, it's like trying to bomb a battlefield and not knowing where the friendlies are. This could be cool with artillery that could reach far, but only see number, not color. I personally would use the fog, and I understand the complexity, but I don't think we should choose not to include something because somebody might not get it.
