    They do count toward the 10 limit, some of the time:

    If you have 10 regular + development games going on, you CANNOT create a new game.....but, you CAN join another regular or development game. So you can exceed the 10 games limit regarding joining other players' games but cannot create your own game if you're at your max (including the development games)
