I'm getting the above error in a game where I should definitely be able to trade cards. It also seems that other options such as attack or fortify aren't available until I trade cards.
Looks like you went ahead anyway on this game.
I am not sure if this is the issue or not, but there is a bug in the player when you eliminate a player. The "trade card" button comes up on each card whether or not you are allowed to trade in. If you do try to trade and you aren't supposed to you get this error message.
I eliminated a player I now have seven cards im supposed to trade but an error message pops up and its not letting me reinforce so now im stuck

I had a somewhat similar issue in this SG game:

At the start of the last turn, I had 6 cards due to eliminating a player on the prior turn. I traded in 3 cards, placed my units and set my orders, but I could not Commit my orders. I could click on the button, but nothing happened (this was in the Native Player). I exited the game, went back in and tried again - same thing. I switched over to the Flash player and was able to do everything with no problems.
So maybe the issue is with having more than the max number of cards when using the Native Player?
