    This is starting to sound very cool.  I have no idea what I'd do with it, but it sounds very flexible. 

    I mostly wrote the psuedo-code to try and convince Tom that it was a simple change.  Someone want to extend it for negative factories?  Maybe if it doesn't require much in the way of infrastructure change Tom will implement it.

    Check the cases, but I think this works.

    if has factory_cap:

        factory_bonus = mid(factory_bonus, 0, factory_cap - territory_troops)

    As I stated before (I'm not trying to be rude) I have one very specific thing I would do with it.  The current practice of setting up neutral walls to slow down progress or simulate terrain is not very elegant, and often in cases where limiting movement by a single stack is necessary to maintain parity, it's not even feasible.  Global limiting of movement slows these types of games down way too much.  (In fact, this is one of the things I don't like about SimulGear, but that's a different discussion).

    Anyway, I would use Smart Caps on a good number of boards, some in the pipeline, as well as for scenarios of some my existing boards. The flexibility you speak of would be a bonus.

    All that said, I would trade this request in if tom could figure out a way to implement Unit Range Limits. See post #70 in the link below..

    URange Limits would be a much more powerful and elegant way of solving the neutral wall issue, and though it is conceived of as a "territory attribute" in order to make it engine friendly,  it would create the emulation of unit autonomy.

    I've come up with a way to stop a stack dead in its tracks for one turn with minor limitations, but it's a far cry from regenerating neutrals, not to mention the other features that factory caps could add.

    Tom, assuming Range Limits are too much work to implement, are factory caps something you can see being added to the designer at some point?

    The recent post in the Board Designers chat about factories reminded me of this thread, and so I'm bumping the suggestion.
