Ok I don't understand how blue win this game:

What I see it's that he put units where he want, when he want, just how much is necessary for eliminations. I know he got other players cards when eliminate...
but! i looked careful, and looks illogical sequence of placing the units. It's not natural to place army between attacks if he didn't eliminate someone while attacking, right?

Check the board description, some games allow return to place from attack and return to attack from transfers.

Two Eyes for An Eye, The Jaw for A Tooth
Yes this board is allowing return to placement after attacks AND unlimited reserves. No cheat here.
