I joined a quick 10 min turn limit game and played several rounds. I began a turn at the 9 minute mark and traded cards. I was placing my troops when my e-mail dinged and WarGear has sent me an e-mail saying that my turn was skipped. I lost my cards, my troops and was skipped even though my turn had begun and my cards traded. This seems like a bug as one's turn should start as soon as the board is refreshed with one's troops for placement.
This is by design.
The purpose of the turn limit is not to get you to START your turn before the 10 minutes elapse, but to force you to FINISH your turn before they do.
If your suggested change is made, then someone could easily hijack a lightening game by starting their turn (trade cards, for instance) at minute 9, and then not do anything for 5 days.
Then when he finally finishes his turn, no one is online, and in an hour, all opponents have timed out and he gets an automatic win.
Antman,
A Bronstein or modified Fscher clock has been suggested as an alternative.

Duh! -- and I started it.
Thanks for the clarification! I understand the issue now and it makes sense.
