I know this has come up in a number of Dev games, but hasn't happened to me till now. what's the fix? something in the initial setup i'm assuming?

Check what is formally known as the colors page and check player bonus.

There is also a setting on the initial setup tab under rules.

that doesn't have anything about starting bonus, just placement how many you're 'supposed' to get based on your territory or player choice.

thanks that worked...weird placement for it, eh? and i spose that gets reset when the whole colors disappear too?

On the rules page I was thinking of the "Lock starting bonus to color or seat position".
