So it's a Torus. Hordes style bonuses. Which means you must occupy a territory and all surrounding territories to get a +1. The very outside territory of each nested vortices connects to the inside territory of the next nested vortices in a clockwise direction, though they are not necessary to gain a bonus for each corresponding space. If I occupy the outside most territory and the territories surrounding it, even though it connects to the inside territory of the next nested vortices I don't have to own that to get the bonus and vice versa. Check the continents for clarification.
