So in a lot of games it seems to me that the setup is unfair to one player. I mostly pllay warfare. is there a way to make a game where you take turns placing your armies as in real risk?

There's a scenario on that board that allows you to take turns picking territories...though it takes forever unless you're both on at the same time...well I guess it takes forever even if both of you are on at the same time.

Stop dueling on warfare. Plenty of more fair duel maps out there.

There is a ton of awesome dueling boards on this site that are way more fun and fair than Wargear Warfare...Circles of Death, Iwo Jima, and Dolmabahce Sarayi just to name three...go exploring, you'll have fun and be challenged
There is also a 'simultaneous' placement option, where each player #s the territories in order of desired placement, and then the computer takes turns getting each player their top available pick.
It gets you most of the way to what you are looking for, and only adds one additional turn to the setup time.
I'm not sure what maps have this, other than I know Global Warfare does and my Pirates of the Caribbean map has 'simulplace' scenarios:

Also - fyi if you have not played Iwo Jima before, I recommend reviewing some old games or inviting someone to a few private games to figure it out - you are very likely to badly lose your first few public game if you have not prepared.
