    I did not get the factory bonus army on my gun.  I talked to Amidon and he has not made any change, we think this must be a factory bug?

    This has been fixed. The board had a zero starting bonus defined if you chose the Slate color. I updated this to 'Default' as per the other colors and restarted.

    So if you set starting bonus explicitly, that turns off factories also?

    Yes it turns off all starting bonuses attributable to continents / territories and fixes them to the defined number.
