No they don't - that's deliberate, i.e. the sig is stored along with the post.
It's because signatures often have a time sensitive element to them, also people sometimes comment on signatures which can mean that threads make no sense after the sig is updated.
Titles are updated immediately everywhere.

The titles took the place of the "Premium Member" info. I would like being able to see who was a Premium Member and who wasn't (I dunno why, just because I'm nosy I guess). Also along a different line, what happens if a Premium Member invites a Non-Premium member to a game but the Non-Premium already has 5 active games?
i too would like to see who's premium (for later on when it matters), as i tend to only partner with those on WF (cus the private messages were for premium members over there).
i think a non-premium member can have more than 5 games, just can't START more than 5 games.
UNLIMITED Active games - limited to 5 for Standard accounts
I think tom has said a non-premium member wouldn't be allowed to join a Tournament (when there are tournaments) if he/she already has 5 Active games. So I assume you wouldn't be able to Join any Public games if you have 5 active games.
While we're on the topic, I think 5 is far too few.
Also, Yertle, if somebody has a custom title, wouldn't that be a good way to tell that they're premium?
