thats a wonderful board, but i think the game should end as soon as 1 player of the team gets all the cities,
takes a long time to clean up, and theres no way to recover if the other team gets all the cities

That's actually not all that difficult to set up as a scenario with the new custom win conditions available to designers. Send Viper a PM and ask.
Note: The particular win condition necessary for this is "Capture Territory." I use it on a number of my newer boards. That territory needs to be set up as an off-board (hidden) neutral. One annoying thing about the need for it to be off-board is that it takes an entire turn to 'activate.' Then, to make it a tad more confusing for the winning player, they must "place" their units on that extra turn. I.e, they have to "start" their turn.
