• Place a few armies (probably up to all)
• Go to Cards tab and turn in a set of Cards
• Get flipped back to the Place tab and your armies that you have already placed appear to already be set (good so far, although the already placed armies aren't highlighted)
• Bug: But the number allowed to place is as if you haven't placed anything, so you get to place the total amount already received for the turn plus amount from cards. 
• Receive an error when attempting to Apply though.

Ummm not too sure about this one, but it was a bit wacky.

• Go to History tab
• Go to Cards tab and turn in a set of Cards
• Get flipped to Place tab but with History information as the loaded board state
• Moving from Place tab and back fixes this
• Not entirely sure this is reproducible, but that's what I just seen.

Then I did have one time when I didn't get flipped back to the Place tab after Card turn in (and I didn't have any more that I could turn in), I had clicked on the map some I think prior to going to the Card tab, but haven't been able to reproduce that, not a huge deal anyhow.
