there is a player who keeps insulting everyone and writing racist stuff in the public messages

is there a means to expell him out of the game or to inform the game managers ?

Scroll to the bottom of your game page.  There is a link to report cheating but you can use it for this also.  Tom (the administrator) will look into it.
