Presumably disabled players are not supposed to occupy positions and take a point from someone else?

If they earned that point in a game they didn't cheat in then they would get it.

Yes, that's pretty much the philosophy. They can't be excised from the rankings as that would create problems with the indexing.

Also not all disabled players are cheaters, it includes players who have requested their accounts be disabled as they want to leave the site.
