    I want to recreate this from warfish. Where only the specified territories are neutrals.

    So I preset all those territories to neutral, and then turned off neutrals hoping that it would keep the ones I set, but delete the rest, but I got this:

    Have a link to the designer page for the board, or a game?  May be missing the Initial Setup Rule as Set-Up Based rather than Random.

    From what I see, you set it up correctly.  You should be able to select "Set-Up" based vs. random as Yertle said and leave Neutral count at None.
