It shouldn't take too long for him to fall into his regular pattern of behaviour. When he starts in on his nonsense again (the over-the-top stuff is mostly reserved for you; the generalized whining about everything else is applied more liberally to the rest of us), make sure to report him.
And yeah, it was pretty obvious it was him for quite some time (he was disabled as AussieCobber73, created Come from down under less than a day later, got disabled almost immediately, and was playing as Son of Odin the same day.

It usually lasts about 1-2 months.
The general pattern is "gg", "sorry the dice were cruel to you", etc. You know, the basic elements of friendly gameplay.
After that breaking-in period, the complaints about Wargear favouring lower-ranked players or higher-ranked players begins (basically, whoever he's playing at the time that his luck goes badly awry after 1-2 rounds).
Then come the condescending congratulations ("enjoy your hand-gifted game, you couldn't win based on skill").
Note -- Throughout that process, lx260 typically gets accused of cheating, turning on mods, and being generally a [expletive deleted] [expletive deleted] [expletive deleted].
And then finally, his behaviour becomes virtually nonstop (at least with respect to certain players), people have had enough, and Tom gets pinged about his childish, rude, slanderous, obnoxious postings.
End result -- part 1: he gets disabled; part 2: he begins playing under another alias within a day. (Sometimes that alias has been created at that time, but lately he's been grabbing aliases that he created some time ago and allowed to sit dormant or mostly-dormant.)

My concern is, at this point, how do we know he is the same player based on some friendly remarks? "gg" and "sorry the dice were cruel to you" is not evidence, but just standard remarks that a lot of players make. I just want to make sure due diligence is being followed before players are banned.

I wouldn't worry too much ... Tom is very diligent about doing things 'the right way'.
Note that 'friendly remarks' phase is just stage 1. As you say, that's just friendly game play, which is demonstrated by many people here. (The VAST majority of players either engage in friendly banter, simple polite communications, or nothing at all.)
That player then distringuishes himself by releasing his inner jerk, as I noted above.
