With the marginalization of circle mode, I think you ought to eliminate .jpg as a supported file type. It simply leads to confusion when people can't figure out why their territories won't fill after saving as a .jpg. The artifacting and blurring associated with jpg compression makes getting your fills to work mega hard. PNG and GIF work much better, even if they tend to be larger files.
What about Circle maps for people that don't intend to Review them but only play with friends?

PNG and GIF will still work for those people, though the image file sizes tend to be larger. I suppose the circle moders are also the folks just straight downloading an image from the webz with no regard for file size and whatnot.
