The link to view the Rules (at least when at the join phase) opens a window labeled History Viewer but has the Rules Browser, however there is no scrolly bar so I can't see all the Rules.

I like the format of what I can see of the Rules window (although again, another window?!)

It does sound like you're not that keen on pop-up windows, I think they work well for things like this though where you don't necessarily want to navigate to another page and then have to go back to the original page, what do you think?

I think you are on the right track with the pop-up windows. I'd rather close the rules pop-up when I am done reading than have to navigate back.

Bad: navigating back from temporary information.
Better: A popup window that you close.
Best: Info 'pops up' in a separate div element within the page.

There is still no Scrolly Bar, so I can't see all the Rules in that window.

I can see all the rules on my desktop, but it stretches from top to bottom (1050 pixels). Is it just going off the page for you? If I resize the window smaller, scrollbars are present.

It would probably be best if the window was coded to open to a certain size, maybe 600 pixels high so that it fits on pretty much anyone's screen.
