    A player surrendered during territory select, and now the remaining players can't place or move. Probably best to just terminate the game, as none of us has taken a move yet.

    No, it's still the same. All territories are grey, even though we already territory-selected. Can't place or select any territories, can't do anything.

    OK I've terminated it, probably best as the player has already surrendered.
