    I created a starting scenario that had specified neutral territories, but then I didn't want neutrals to randomly spawn when the players joined so I turned neutrals from low to none and none of the scenario neutrals appeared either!  Is this the way it is supposed to be?  Does low neutrals only mean pre-defined?  The nomenclature could use some work!

    NVM... I didn't pick the scenario option in the Rules... I still would like to know about the low-high neutral counts!

    hi Ender

    Neutrals Low / Medium / High just means the proportion of Randomly assigned territories on the board given over to Neutrals. So, if scenario mode is on it only applies to territories that have not got a scenario position set (Neutral / Allocated or otherwise).

    This allows you to combine scenario based and random layouts in one board design.
