It looks like Affordablecards was able to get off the board because he has less than 3 territories. Since you need 3 territories connected to disappear, this would be impossible with the 2 he has left. So, since he got to less than 3 units on the board it let him get off the board.

The standard ending does not go that way. The spot to enter the winner's circle doesn't turn on unless all of the units are off the board. (I've played where a person had less than 3, and the factories correctly did NOT give them the winning unit.)
In the posted game, Dr Kaos also had units left and the factory inexplicably turned on that spot. Dr Kaos didn't enter the winner's circle with the unit. Then the next turn AffordableCards, also with units on the board, inexplicably got the factory turned on, but then entered the winner circle.
Knosken is right - it's not the intended result of the game, nor is it how the factories typically execute on that board. So, the question is - why did that factory turn on during Dr Kaos's turn, and then on AffordableCards' turn?

It's not impossible, because you get units to place each turn.

More information: move 910-912 is Red's turn. Looking at the timestamps, two days passed and Red got skipped. However, there is no history entry "dwarf invasion skipped turn" as there sometimes is.
Then things go awry. Blue (Dr Kaos) doesn't have factories executed. d9-d10-d11 are a horizontal block, and in the designer there are -5 factories that kill d9,d10, and d11. Nor is the territory "Winner" assigned and neutralized. ("Winner" is assigned and neutralized each turn.) So, the bug seems to be outside the design.
Things return to normal, except that d9,d10, and d11 are repeatedly ignored on Blue's turn. Fast forward to 1215-1229. Red kills Blue's last remaining unit that isn't d9-d10-d11, though d9-d10-d11 still shows on the board. Blue's turn starts and "Winner" is not neutralized, as though Blue started the turn without any units on the board. If the engine thinks that d9-d10-d11 aren't there, then it is correctly assigning "Winner" and not neutralizing it.
The rest also follows the Laws of Factory Physics. Blue keeps a unit on "Winner" but doesn't attack "Winner's Circle". (If you play Dejeweled, don't do this!!!) The factory "Winner" is assigned to Pink next turn, who gets the unit Blue left, and then the usual +/- that destroys "Winner" doesn't, because Pink has a unit there.
In summary: skipped turn, d9-d10-d11 showing but not really there, mass confusion.

I looked through the board's designer and can find no missing/goofed up settings where this should have happened. I may have missed something, but I don't think it is an error in the board's design.

I think it's to do with the skipped turn - it screwed up the game history. I'm going to take the easy route and award the win directly.
