    I believe it's just a contrast thing.  My guess is the dot is the same color as the numbers on the board that show how many armies you have in that particular game.

    It should be possible to play WG boards in real-time ..without the wait, regardless of how many are playing.

    Yes correct - it's the text color and is used to ensure there is a contrast between the player color and the turn indicator.
