Not sure if this is a known problem.  Here my cards look great:

But in this game I have a wild card (the only animated one):

And in the player the wild card is not animated, it just shows the first frame.

Anyone know if this is something I did wrong, or is it a bug?

Neither, animated GIFs are just currently not supported for the Flash Player.

    It's Feature ID 50 on the Feature List ( https://spreadsheets.google.com/ccc?key=0Amde-LBDUI7QdERHeVZ2a0s3QjRHS3NXSGNhMTc3aUE&hl=en&authkey=CLjgyYcH#gid=0 ).

Animated gifs aren't natively supported by Flash. There is a workaround (scanning the gif into composite files and animating in Flash) but it's complicated and might slow down the player too much.

Are continent modifiers on that list?  Or did they fall by the wayside?

Awww.  Too bad animated GIFS are supported by flash.  I am disappoint (in adobe).  It wouldn't even be a problem really, except the first frame of the animation is the same as the A card, so the wild card and A card looked the same.  I 'fixed' it by throwing up a different frame at the front with a very short delay.  The animation doesn't look quite as nice, but overall it works.
