There will be an outage of around 45 minutes at 8am EST on Tuesday 26th April during which time WarGear will be migrated to a new server.

This migration is aimed at providing a significant performance improvement which should alleviate slowdowns experienced during busy periods.

Automatic booting / turn skipping will be disabled for the duration of the upgrade. I will monitor in progress realtime games for issues.

I wonder, is there any way to put this notice on the home page and/or log-in page too?

There does need to be a system wide notification system for those who don't frequent the forums.

This is just an off-the-cuff thought but, you could have a thin banner  at the top of (every?) page for special announcements, tournaments, competitions, etc.  It could be disabled in the settings but default would be ON.

Or it could be a scrolling ticker-tape banner on the home page.

Or perhaps the banner comes with a cookie such that it only displays (or scrolls) once. 

Looks like the migration will take longer than expected please continue to expect some slowdown / disruption. I'll advise here once it is complete.
