If I add Neutrals to the scenario with a set number of units, the territory becomes the Neutral color but without the unit count.  The Neutral count is saved, Reloading the board shows the Neutral territory with the correct number of units, so it is just a Display issue I believe.

*edit* I guess Allocating a territory with troops doesn't show up ever for a territory in a Scenario, other than the removal of the Dash?  Still working through this post :P

Also the Delete All button, is that currently disabled, at least it doesn't appear to be working? (I haven't tested the Delete All yet in the other areas, Countries/Continents/Borders/Modifiers, though)

There's a bug in the Designer - if you switch to circle mode it should show everything correctly. 'tis on my list of stuff to fix!
