What happens when the determining factor is a tie? Ie Least # of territories or units goes first. Should there maybe a board creator chosen 2nd factor? I ask because in diplomacy board in Dev, it is least # of territories. Everyone starts with 3, and everyone should be grabbing 2-3 on their first orders, resulting in more ties. Knowing turn order is an important part of strategizing, but I feel pretty in the dark at the moment.

That part needs updating - currently it is non random and for a condition like most territories owned it comes down to who owns the lowest numbered territory in the database which is fixed.
I think it should probably just be randomly chosen in that case.
