To win you have to earn all six of the wedges. Earn a wedge by having control of one of the big hex edge territory at the start of your turn. Earned wedges are placed in your pie holder. Which is off board, in one of the corners.

Earned units fall into two categories:

#1) Units you get “in hand” and can place at the beginning of your turn. These can be placed on any territory on the board. You earn one unit for every 3 territories you hold, as well as any units earned for trading cards.

#2) Units that get placed on your pie holder for you. For every pair of adjoining territories on the main board, you will get one unit placed on your pie holder. You also get a few (5?) units every turn placed in your pie holder for free. These units can be used to attack the center territory on the board at +1, or can be used to fortify anywhere on the board.
