Why is the default set at 18 for cards A/B/C? Why not 14 (which is what RISK is played with)?

I've also been curious how the program handles cards in general. Does it keep track of how many of which type have been played and randomly picks what is left? When people hand cards in do they go back into the deck, or does it reshuffle when it all have been played?
I ask because in one of my Dev games for bowling i set it so that there were only two cards in the deck (2 cards total of one type, not two types) just to see what would happen. I kept getting cards after those two were handed out.
So then, what about games where you can hold as many cards as you wish, would it be possible to run out of cards? If not then what are the amounts of each type for?
I have a feeling you draw from a virtual "deck" of cards with the set distribution (default 18/18/18/2) until that deck runs out, at which point you start drawing from a brand new deck. Used cards disappear into the aether.
