I'm playing a ranked spy vs. spy, and my opponent offered a surrender (in a huff), after it was clear they would lose. This sillyness is compounded by the apparent refusal to take the last two clicks necessary to finish their turn, and hence the game.

So, If I accept the surrender, does it count?

Yep it should...although you probably don't get the elimination count increase that you would if you take him out.
