    Looking at the history there is more than one unit on a number of territories, but this shouldn't be possible; there is a Globally set maximum of 1 unit per territory in the designer.

    History is goofy with units and cards on all boards.  There are frequently ghosts.  Using the left arrow sometimes resets it.
