Is there a list somewhere what these locks actually affect?

For example what does the 'scenario' lock do?

We have this page on the wiki for this information, but it's just a stub at this point.

nm, found it in the help pages - it is 'setup'. I'll add some detail to the wiki page while i'm looking at it.

unlocking cards, allows you to change card images & names?  But changing card values, max held, etc. requires unlocking rules, right?

Also, unlocking colors is everything on the colors tabs (i.e. starting bonuses, etc.)

You need to unlock images to change board, fill, etc. images?

correct on all counts I believe.  It can be confusing because of the over-laps you describe.

ok, I copied the help pages to the wiki pages, cleaned up and added a few details.
