I'm assuming you mean that you set up a simulgear attack, and it left a single army in your opponents country when your attack ended, and you didn't take the location.
2 possible situations (both of which I've done myself) that could cause this:
1) You didn't attack with enough armies to (with the simulgear attack odds) eliminate your entire opponent
2) You're making an attack across an artillery border, which only allows you to deplete your opponents armies, but not take the country. (although I'm not fluent in all the simulgear boards out there, so I don't know if any actually exist)

Unfortunately the game is fogged, so we can't exactly see what attack you were doing that you're unhappy about. Might have to wait until the game is complete to figure it out so we can see the history.
The description does say that the non-classic scenarios have Artillery borders, but it looks like yours is Classic. Yertle would have to check if something leaked from the non-classic to the classic scenario which is disrupting your game?

Sorry for the delay... what Boris said are valid scenarios in which the 29vs1 wouldn't attack, but there shouldn't be any Artillery borders that would be in the board/game you referenced, so situation 2 that Boris said shouldn't come into play. You could theoretically not win an SG attack with 29vs1, but that does sound a bit rare. Possibly a bug, but I haven't seen/heard about it yet.
