Is there currently a way to override fog settings on a border-by-border basis?

I'm developing a map where I'd like to have Total fog as the default but Heavy fog on certain borders.

I think the best you can do is use view borders to remove fog, but those can only be set if you don't already have an existing border, and they grant complete view not just reduction to total from heavy.
