I've taken a number of turns in this game -- only the first one seemed to work.  On all of the others all I can do is submit orders..  The board has no color at all.

Have you read the board description?  It gives precise steps on what you need to do to take a turn.

I have played this board twice and have been frustrated both times because either I or my opponent did not follow all the correct steps and goofed up the game. 

I have played this game a few times, and though I haven't played it in a while -- I believe I did it right.. Basically attack to the hand if there's a unit on the bar and commit, OR if there's nothing there, commit "no" orders.  It appears as if we took our first turns properly but the board did not respond correctly.

If there is a way to "break" the board by not playing it correctly, then it shouldn't have passed Review.

Another problem with this game -- factories don't seem to be working..
