    What happens if a player has units to place, but no non-barren territories to place into, and no allowed reserve?

    The units should be lost.

    It should be possible to play WG boards in real-time ..without the wait, regardless of how many are playing.

    You should just be able to hit apply and continue, but you will lose the units.

    That is correct, the units are lost when you hit apply.   One of my favorite things to do to my opponent on Duck Hunt is to leave them with no places to put the 16 units they just earned.
