How do you change a name of a board you are making?

In the farthest Right hand column (the Actions column) of the My Boards page you should be able to Right click the Arrow icon and select Rename. The Rename window should then pop-up.

For Randomly distrbuted territories, the number of troops each Neutral territory has is the same as the number of troops each player will receive. This is determined by the Rules: "Number of units per player (if Player Initial Count setting)" or "Number of units per territory (if Territory Unit Count setting)".
Certain territories can be designated Neutral on the Design > Setup tab in which you can assign a certain number of troops for that Neutral territory.
