One of my favorite new boards. Both scenarios are good, but I have a preference for B where you start with a capital. Make sure not to leave stacks of units near someone else's capital. The dice advantage can kill you.
Beautiful board layout and interesting gameplay. As a capitals game, your capital is your lifeline, lose it, and you're out. If you have to capture one first, it is not to your advantage to wait too long, since you are at a disadvantage with vision and bonuses. Attacks from capitals give a strong dice advantage (and a strong defensive advantage as well), so take into account when developing an attack. Capital to capital artillery attack can be effective (no dice advantage, but better than negative dice), but only if you have a way to conquer the other capital by ground. One of my favorite boards!
