Well, this feature took a bit longer than expected but it's now available. The setting is available on the Rules page in version 1.5 of the Designer (https://www.wargear.net/wiki/doku.php?id=designer_workshop:installing_the_board_designer):

To clarify, this setting makes it such that when a player makes an attack, they are committing to transfer all units if they conquer the territory, right? So kind of like forcing use of the 'T' button, without having to necessarily commit all units to the attack.

Yes, that's exactly how it works. The only limitation is that it respects maximum territory unit counts.

Uht oh..
I recently upgraded to Big Sur on my iMac so I had to reinstall the board designer program. I wonder if that that's the problem..
Ulp. Maybe uninstall and reinstall Adobe AIR?
