It use to be that you could access the designer page of any board without being able to apply and save any changes made. This no longer appears to be the case. A few years back, I created a Wiki tutorial page for creating dual layer board images. It included a link to the designer page of the example board. The link is close to the bottom of this section of the page.

Of course because the new Designer is a stand alone app, the link no longer works, and it may not be possible to grant similar access. It may not seem like a big deal but when designers submit their boards for review it is very helpful for the reviewers to have access to the Designer page of the board. Just an observation.

Yes that's a tricky one as you're right the link won't work any more and can't be made to work that way. I think I'll need to add a 'load board by id' feature to the standalone locator.
