I shelved this design a few years ago because I was too ambitious and couldn't get it to do what I wanted.
This newer design captures electoral votes in brute force fashion by using a single off-board factory for each vote. At this point it's functional, but the rules and set-up definitely need tweaking. Also, it seems pretty clear there could be a number of interesting scenarios.

There are so many possible starting set-ups..
With 4 or more players, random placement could work, but the amount of factories given for owning the big states like NY, CA, and TX could give a player too much advantage out of the blocks, even with forced first round distributions. Assigning the ten or so largest states to players is a possibility, as is making those states start out neutral.
Starting the large states out neutral putting something like the square root of EVotes plus 1 on them is another possibility.
Simultaneous territory selection is another possibility, though everyone will be picking the same top 5 or so ..which might be OK. It would guarantee a decent distribution of EVotes to start.

Any names better than "Electoral Decision?" It probably should be ambiguous enough so there can be scenarios for previous elections and new college numbers once the census numbers come in, etc.

In a game with four players we were all randomly dealt a pretty close four-way race. Contrast that with a five player game I just started - with two front-runners (131,130 votes), one contender (108), and two dark horses (62, 68). As much as I'm a fan of fairness, there's a reality to this scenario that I like.
I'm definitely going to create a number of scenarios (there are just so many possibilities like historical recreations, etc.) and I hope that folks can contribute their ideas to this thread so we can crowd-source them. Right now the game starts out with random allocation and no neutrals.

It has been noted their is already a similarly named board - Electoral College, and that I should consider another name. But I would really like to have the word 'Electoral' in the title because this one actually functions more like the real Electoral College. It distributes the correct amount of electoral votes for each state to players who control them, and it gives the win to the first player who controls 270 electoral votes.
Besides, there are five boards on this site that start with "Wargear.." and three that start with "War of the.." Nonetheless..
Here are some names suggested by others that I think are possible contenders. Thoughts..?

I think we can live with two "Electoral"s. Adding US is a bit superfluous as everyone associates it with US anyway. Plain Electoral Decision or Electoral Warfare works for me. No idea what's most helpful for a beginner, though.
Electoral Decision isn't terrible. How about Electorate Warfare? alliteratively: Ballot Battle, Congressional Combat, Congressional Conflict.
Poll Warfare? Electoral Quarrel? Decision Expedition?
Electoral Warfare seems to be getting some traction. Electoral Wargear is a bit softer.

Definitely considering a Simultaneous Territory Selection scenario..
..and one where States with 13+ votes starting with neutral counts closest to the SQRT of the number of votes they have. So CA would start with 7, TX = 6, and NY and FL = 5. The problem with that is that there would be clusters of neutral territories. The other possibility is just random neutrals, but there will be games that will start out quite unfair.
I'm thinking a light fog default setting might be just fine.
