Would it be possible to create a scenario for the World War map that includes neutrals? Like Colossal Crusade, neutrals make fogged games more challenging. Without them, 2-player fogged games favor whoever starts first too much.

The designer of that board, Cramchakle, last visited the site a year and a half ago. Is it possible for someone other than the designer to create a scenario?

@Ozyman: On a related note, is it possible for someone other than the designer or tom (basically, you) to change a scenario name? Only name, nothing else. Thus changing the default one.
