    Yeah, due to the way they connect: the Top Yao borders the Yao Title, as does the Bottom Yao.

    Yes but you can't attack from the just the neighborhing top territory, you have to own the entire Top Yao territories before capturing the Yao Title. 

    Never mind I was wrong.  In your diagram above it makes it appear as if the former is true not the latter.
