The unassigned capital feature would simply allow unassigned territories to also be capitals. Currently, capitals must be assigned to either neutral or a specific seat number, which means that the distribution of capitals that players start with has to be fixed. If unassigned capitals were enabled, then the distribution of capitals among players could be randomized, adding more variety to games (and facilitating balanced game play).
